Identify the rule and the facts.
A useful notice makes it possible to understand the concern. Separate what was observed from what is assumed. Ask which requirement applies, what evidence supports the issue, and what response is expected.
Respect the opportunity to respond.
Keep the correspondence, dates, photographs, and any evidence of a correction. Check the applicable hearing and notice requirements. Do not confuse a proposed penalty with a completed enforcement process.
Apply standards without favoritism.
Use consistent criteria, explain relevant differences between situations, and consider legally required exceptions or accommodations. Similar treatment is not the same as ignoring facts that make cases different.
